Yes, infants are restricted from certain rides for safety reasons. However, there are many rides and shows that are accessible with babies. If it’s a slow-moving ride or a show, babies are permitted. (A front carrier is ideal in most situations.) Check your My Disney Experience app ahead of time for any rides with a height restriction.
