Disney Construction Paperwork Filed at EPCOT’s Norway Pavilion, Details Withheld

Disney quietly filed a construction permit for the EPCOT building that holds Frozen Ever After, Akershus Royal Banquet Hall, and The Fjording at the Norway Pavilion.

The entire description of the work is thirteen words.

Some context.

The Notice of Commencement hit the Orange County record books on September 21, 2026. The address on it is 1600 Avenue of the Stars, which is the main building of the Norway Pavilion.

Here is the full scope of work, copied exactly:

“Provide labor, material and/or electrical for construction.”

That is it. No attraction named. No restaurant named. No shop named. No dollar value, no start date, no finish date.

Buena Vista Construction Company is the contractor, which tells you nothing, because Buena Vista is on practically every Disney filing in the county. New build, paint job, same name.

Now, Before Anyone Panics

Look, permit stories get oversold constantly, so let us be straight about what this document is.

A Notice of Commencement is a Florida lien filing. State law says you record one before work begins so everybody knows who owns the property, who the contractor is, and where the job is. It protects contractors and subcontractors from not getting paid.

It is a legal form. Not an announcement. Not a press release.

The exact same document gets filed whether Disney is swapping out electrical panels or tearing an attraction down to the studs. The paperwork cannot tell you which, and Disney is not required to say.

So yes, work is planned. No, nobody outside the company knows how big.

The One Useful Clue

The address is worth sitting with.

The filing points at the main pavilion building specifically. That is the structure holding Frozen Ever After, Akershus, The Fjording, and the merchandise spaces that connect them.

They are not separate buildings. They share walls and they share systems. So electrical work filed against that address genuinely could touch any of it.

The stave church gallery sits on its own out in the courtyard, so that one is probably safe.

Narrows the where. Does absolutely nothing for the what.

Everyone Hears “Electrical” and Thinks Animatronics

This is the trap.

Electrical scope does cover ride systems and show elements. It also covers commercial kitchen equipment, building lighting, cash registers, fire alarm infrastructure, and HVAC controls.

Akershus runs a full kitchen for character dining. The Fjording runs registers all day. And Frozen Ever After has been running boats through that building since June 2016, which is ten years of daily operation.

Ride systems that age do eventually earn a real show quality refurbishment, and EPCOT has taken rides down for exactly that. But nothing in this filing says that is what is coming.

What Disney Has Actually Announced

Nothing.

No refurbishment for Frozen Ever After. Nothing for Akershus. Nothing for any venue in the pavilion.

No closure dates posted. No entries on the refurbishment calendar. Everything is open and running.

And when a real closure is coming, it usually shows up on Disney's own refurbishment listings and in My Disney Experience first, with enough warning that people can cancel dining reservations.

That has not happened here.

What Would Turn This Into an Actual Story

Two things.

Frozen Ever After or Akershus landing on the official refurbishment schedule.

Or construction walls appearing in the pavilion, which guests always photograph before Disney confirms a word of it.

Until one of those shows up, this is a form somebody filed at a county office.
