Yet when fans uncovered Universal Orlando’s latest move, the speculation started flying faster than Hagrid’s motorbike.

Officially, a Universal spokesperson denied any plans for development, saying the company is merely seeking “permits to perform work associated with the ongoing maintenance of our property.”

But here’s the twist: mass grading usually precedes new construction. The type of permit filed is under “new construction/operation,” which goes beyond simple maintenance. Add in documents exempt from public record—protected under Florida statute for building layouts and security systems—and suddenly, the mystery deepens.

Industry voices are taking note. Marc Reicher of RIDA Development, who also sits on the International Drive Resort Area Chamber of Commerce board, summed it up:

“It could be a lot of things. I mean, it’s Universal — they’re the most creative, most able owners in the marketplace. So it could be anything they want it to be.”

“If there were more attractions, well-known hotels, and nationally recognized restaurants around the convention center, Orlando could better compete with Las Vegas and Chicago for major conventions.”
