Epic Universe may have only just welcomed its first wave of guests, but Universal Orlando Resort is already stirring anticipation for what comes next. Fans who follow behind-the-scenes developments noticed something unusual this month: a new construction permit quietly advanced to review status, carrying a hidden clue tucked deep within its notes.

It didn’t take long for speculation to erupt across theme park communities—but the real surprise isn’t the permit itself. It’s what it could mean for the future of the Ministry of Magic.

A Hidden Note Reveals the One Area Everyone’s Watching

The newly reviewed Orange County permit lists “New Construction” for Site Utilities and Foundation Work inside Epic Universe, filed on behalf of Universal by Baker Barrios Architects Inc. At first glance, it looks like a standard early-stage construction request.

But then fans discovered the key phrase added after the original filing:

“Located within Area P905.”

For most parks, these codes might blend together. But Universal enthusiasts instantly recognized P905 as the development designation for the Wizarding World – Ministry of Magic. That detail transformed a simple permit into a lightning bolt of excitement.

Even more compelling: the permit covers 150,000 square feet, nearly identical to the size of the existing land. And with additional open space between the Wizarding World and the Universal Grand Helios Hotel, many fans believe Universal is preparing the next phase of expansion—or at least strengthening the land’s infrastructure.

Crowd Control May Be the Driving Force Behind This Surprise Move

Since Epic Universe’s debut, the Ministry of Magic has become the attraction to beat in Orlando, generating wait times as long as 6–8 hours on certain peak days. Guests love the experience, but the demand has created pressure unlike anything Universal has seen since Hagrid’s Motorbike Adventure shook the resort in 2019.

Universal has worked quickly to adapt, but long-term solutions require something more than temporary queue extensions or operational tweaks.

This permit is the strongest sign yet that Universal is taking the next big step:
expanding capacity, smoothing guest flow, and ensuring the Wizarding World remains enjoyable without overwhelming the park.

Even if the construction isn’t a new attraction, the groundwork could mark the beginning of a larger buildout that prepares Epic Universe for the crowds still to come.

Universal executives previously hinted that Epic Universe’s story wouldn’t stop on opening day. Before the park even launched, President and COO Karen Irwin made that vision clear:

The Wizarding World remains one of Universal’s most beloved properties, and the Ministry of Magic has already proven to be a centerpiece of Epic Universe. This new permit signals Universal’s intention to protect that success—and possibly build on it.

Whether it’s expanded pathways, backstage areas, upgraded infrastructure, or the start of a new facility, the message is clear:

Universal wants to prevent future crowd bottlenecks and preserve the magic for years to come.
