For nearly 30 years, Walt Disney World has remained a four-park destination. Disney has added new lands, replaced attractions, and completely transformed portions of its Florida resort, but another full-size theme park has never materialized.
Now, the possibility of a fifth gate is getting fresh attention at a very interesting time.
A new report from TheStreet points to Walt Disney World's long-term development framework, which allows for another major theme park. That doesn't mean Disney has decided to build one. In fact, the governing plan specifically states that no such project is currently under review.
Still, with D23 arriving this coming weekend, the timing is enough to make this worth watching.
Disney World Has a Path to a Fifth Theme Park
The possibility comes from the Central Florida Tourism Oversight District's Comprehensive Plan 2045.
The plan establishes how land across Walt Disney World's massive property could be used through 2045. While it doesn't approve construction of a specific fifth park, it creates the legal framework that would allow Disney to pursue one.
Most notably, the plan allows for the development of “one major and two minor theme parks.” It estimates approximately 850 acres would be required for those potential projects.
There's an important catch.
The document also states that there are currently “no plans under review.” In other words, Disney has the green light to pursue another major theme park, but it hasn't publicly taken the next step toward actually building one.
That's an important distinction, especially as speculation begins to grow.
D23 Comes at an Interesting Time
This development isn't necessarily new. Disney's ability to eventually add another theme park has been discussed before.
What's different is the timing.
D23 takes place this coming weekend, giving Disney one of its biggest stages for discussing what's next. If Disney were ever going to announce something as massive as a fifth Walt Disney World park, an event like D23 would provide the perfect setting.
There's currently no indication that such an announcement is coming.
Disney has actually spent years emphasizing investment in its existing parks, and that strategy isn't slowing down.
Magic Kingdom has Piston Peak National Park and Villains Land planned. Disney’s Animal Kingdom is transforming DinoLand U.S.A. into Tropical Americas. Disney’s Hollywood Studios also has Monstropolis on the way.
Those projects will keep Disney busy for years.
Epic Universe Changed the Conversation
There's also a Universal-sized reason why fifth-park discussions aren't going away.
Epic Universe opened at Universal Orlando Resort in May 2025, giving Universal three full-size theme parks in Central Florida.
Disney still holds a significant advantage with four major parks and a resort complex capable of filling an entire vacation. However, Universal is now giving visitors more reasons to spend additional days away from Disney property.
A fifth Disney park would dramatically shift that conversation again.
Rather than simply responding with another attraction or land, Disney would be making one of the biggest investments in Walt Disney World history.
It would also send an unmistakable message that Disney doesn't plan to surrender any ground in the battle for Central Florida vacationers.
Could Disney Actually Announce a Fifth Park?
For now, the answer remains completely unknown.
The framework exists. The property can accommodate additional development. Disney continues investing heavily in Central Florida, and Universal has raised the competitive stakes.
But Disney hasn't announced a fifth park, and there is no fifth gate currently under review.
That could remain the case for years.
Still, D23 is now only days away. Disney already has several major expansions moving forward, but there isn't much the company could announce that would generate more attention than an entirely new Walt Disney World theme park.
If Disney ever intends to play that card, this weekend would certainly be one heck of a stage to do it.
