Universal Is Already Fixing the Worst Part of EPIC Universe Less Than a Year After Opening

Universal Orlando Resort has filed a permit for a pre-engineered building at EPIC Universe, likely within The Wizarding World of Harry Potter – Ministry of Magic. This comes less than a year after the park opened on May 22, 2025, addressing initial issues. Fans speculate about future expansion and new portals leading to more Universal IP lands. The permit B26901776, filed by Baker Barrios Architects for Universal, indicates faster construction through pre-fabricated parts assembled onsite. The Whiting Turner Contracting Company is the proposed contractor for the project.

The Wizarding World Has Been a Problem at EPIC

Though the address refers to EPIC Universe at large, the permit is likely related to construction backstage at The Wizarding World of Harry Potter – Ministry of Magic, and honestly, this makes sense because The Wizarding World of Harry Potter – Ministry of Magic has been considered by many fans to be the weakest part of the park since opening. The land has faced criticism for limited attractions, shorter-than-expected experiences, and a lack of immersive detail that characterized earlier Wizarding World lands at Universal Studios Florida and Islands of Adventure.

Work began in December behind the Harry Potter and the Battle at the Ministry show building after Universal filed a permit for “new construction” covering 150,000 square feet, and that permit was ultimately revealed to be for “P905,” the codename for The Wizarding World of Harry Potter: Ministry of Magic. Neither permit provides exact details about what the new building could be, sparking speculation about whether it represents backstage support facilities or guest-facing additions.

Project 680 At EPIC Is Mysterious

Universal also filed a permit for what is being described as a “future attraction” at EPIC Universe labeled as “Project 680,” and honestly, this one is interesting. The permit found by WESH reporter Shane Winsten is for site work, including “Mass grading, utility points of connection, and re-routes for early work purposes of a future attraction known as Project 680.”

That's not minor maintenance but rather foundational work because when you see mass grading and utility rerouting, you're looking at the earliest stages of a major construction project. The project is labeled as “Project 680,” which appears to be a brand-new internal project name, and when Universal assigns a new project number, it usually signals something that hasn't been publicly revealed yet. This week, Universal filed a permit for a “future attraction” at EPIC Universe, but the permit was quickly removed from the Orange County website, which honestly just adds to the mystery.

They Built EPIC For Expansion

Even though EPIC Universe only recently opened, Universal has never treated it like a finished product because, from the very beginning, this park was designed with expansion in mind. Unlike some older parks that had to grow within tight space constraints, EPIC Universe was built with room to evolve, and honestly, that means new lands, attractions, and experiences were always part of the long-term vision.

Universal executives have hinted at this approach before, and instead of waiting years between major additions, Universal appears to be moving quickly to keep EPIC Universe fresh and competitive. Work also began in December on a rumored events pavilion next to SUPER NINTENDO WORLD, creating additional expansion activity beyond just The Wizarding World of Harry Potter – Ministry of Magic improvements.
