Disney World rules state that clothing cannot drag or touch the ground at any time. That includes walking through the park, standing in place, or heading to a photo location.

For guests who weren’t aware of this rule, the experience can feel abrupt. Many only learn about it once a Cast Member intervenes.
Why Guests Are Getting Turned Away
Disney hasn’t announced a new policy. What’s changed is enforcement.
Cast Members are now addressing dress length more consistently, especially in high-traffic or photo-heavy areas. If a dress touches the ground, guests may be asked to adjust it immediately or change into something else.
Disney allows guests to pin up skirts, but does not supply safety pins. Without them, options become limited quickly.
For some guests, that means returning to a hotel room. For others, it means purchasing different clothing or abandoning plans they were excited about.
