One Disney Park attraction had to be constructed in a very specific way in order to prevent the government from adding extra charges.
Constructing and building a Disney Park is no small feat. Making this happen requires a lot of permits and a solid working relationship with the government of any country. For example, before the Walt Disney Company made Shanghai Disneyland, Disney CEO Bob Iger made trips to develop a good working relationship with the CCP.

Of course, different countries and regions have different requirements for what they demand from a Disney theme park. The name of the game is adhering to the different local requirements while making sure that the park is in line with what guests would expect from the Walt Disney Company.
One Disney Park that operates quite differently than the rest is Tokyo Disney Resort. The park—not even wholly owned by Disney—operates within Japan, which has its own set of rules and regulations that need to be followed. And these impact Disney, too.
One good example was when Disney had to construct the Tokyo Disneyland train and have it run completely within the park, as opposed to around it, with a single stop.

The reason for making the Tokyo Disneyland train work this way is that if the train operated outside of the park bounds, then per Japanese regulations, it would qualify as “actual transportation,” it would need to be regulated as part of the rail system.
For those familiar with the Japan Railway and its prices, let’s just say it charges passengers to boot!
Tokyo Disneyland and the Train System
Trains are one of the most convenient ways to travel to Tokyo Disneyland and Tokyo DisneySea from the city. Guests must “Get off at Maihama Station on JR (Japan Railway) JR Keiyo Line / JR Musashino Line.” The station is about 15 minutes by train from Tokyo Station.”
