Universal Orlando Resort has introduced new accessibility rules for guests using mobility devices, following the tragic death of Kevin Rodriguez Zavala on September 17, 2025. The incident occurred on the Stardust Racers attraction at Universal Epic Universe, resulting in Zavala being pronounced dead. According to the Orange County medical examiner, the cause of death was “multiple blunt impact injuries.”

New Mobility Requirements for Multiple Attractions
Starting today, guests using mobility devices—including wheelchairs—are required to walk independently to board certain attractions. Previously, Universal allowed guests to take a small step into ride vehicles either on their own or with assistance from a companion. The updated policy affects several high-profile Epic Universe attractions, including Stardust Racers, Dragon Racer’s Rally, and Monsters Unchained: The Frankenstein Experiment.
The changes are not limited to Epic Universe. Guests at other Universal Orlando parks—including Hagrid's Magical Creatures Motorbike Adventure, Harry Potter and the Forbidden Journey, and Jurassic World VelociCoaster—must now meet the independent mobility requirement to ride.

Operational Review and Safety Considerations
Stardust Racers was immediately closed after Zavala’s death, and Universal launched a comprehensive technical and operational review in collaboration with local and state authorities. While the resort has not issued a detailed public statement regarding the new rules, the updated guidelines are likely tied to the findings from this investigation.
The resort emphasized that ride safety and guest oversight remain top priorities, though the changes mark a significant shift in accessibility policy. Guests who rely on companions for mobility support may now need to adjust plans, as the independent walking requirement could limit access to multiple attractions. Universal has advised visitors to check ride-specific policies in advance and to speak with Guest Services for guidance regarding accessibility accommodations.

A Broader Conversation on Accessibility and Safety
Kevin Rodriguez Zavala’s death has sparked renewed discussions about balancing ride accessibility with safety concerns in theme parks. The incident underscores the challenges Universal faces in providing high-speed, technologically advanced attractions while ensuring that all guests—including those with limited mobility—remain safe.
As Universal Epic Universe and its surrounding parks implement these new guidelines, guests are urged to review the updated requirements carefully to ensure compliance and maintain a safe and enjoyable experience. The resort has pledged ongoing attention to safety while navigating the complex logistics of operating large-scale attractions that combine innovation, speed, and immersive storytelling.
